ISO/IEC 17025：2017《检测和校准实验室能力的通用要求》的结构要求

中国合格评定国家认可委员会（英文缩写：CNAS）等同采用ISO/IEC 17025：2017《检测和校准实验室能力的通用要求》 作为对检测和校准实验室能力进行认可的基本认可准则。为支持特定领域的认可活动， CNAS还根据不同领域的专业特点，制定一系列的特定领域应用说明，对本准则的要求进行必要的补充说明和解释，但并不增加或减少本准则的要求。
5 结构要求Structural requirements
5.1 实验室应为法律实体，或法律实体中被明确界定的一部分，该实体对实验室活动承担法律责任。The laboratory shall be a legal entity, or a defined part of a legal entity, that is legally responsible for its laboratory activities.
注1：在本标准中，政府实验室基于其政府地位被视为法律实体。
NOTE For the purposes of this document, a governmental laboratory is deemed to be a legal entity on the basis of its governmental status.
注2：在本准则中，国防科技工业及军队主管部门批准建立的实验室视为具有承担法律责任的实体。
注3：使用国防科技工业主管部门及军工集团授权名称申请DILAC 认可的实验室应具有相关主管部门批准建立该实验室的有效证明文件。
注4：承担国防科技工业计量检定任务的实验室应具有国防科技工业主管部门批准建立该实验室的有效证明文件。
G001应用说明：
实验室为注册法人机构的一部分时，其认可的实验室名称中应包含注册的法人机构名称。
实验室是某个组织的一部分时，申请的检测或校准能力应与法人机构核准注册的业务范围密切相关。
GL030认可指南：实验室通常为非独立法人实验室，其所在组织应有设立实验室的文件。
5.2 实验室应确定对实验室全权负责的管理层。实验室宜根据自身的实际情况，设置质量主管和技术管理层（一个或多个技术主管）。
The laboratory shall identify management that has overall responsibility for the laboratory.
A011应用说明：当实验室活动涉及金属材料的样品制备、力学性能检测、金相检验及微观结构分析、化学分析、腐蚀与防护试验、物理性能检测等多个领域，且规模较大时，实验室可以设置在技术主管领导下的技术管理层，其成员由各领域的技术管理者（无论称谓如何）组成，对各岗位的职责应明确界定。
A002应用说明：实验室管理层中至少应包括一名在申请认可或已获认可的化学检测领域内具有足够知识和经验的人员，负责实验室技术活动。该人员应具有化学专业或与所从事检测范围密切相关专业（以下简称化学或相关专业）的本科及以上学历和五年以上化学检测的工作经历。
G001应用说明：实验室应明确对实验室活动全面负责的人员，可以是一个人，也可以是由负责不同技术领域的多名技术人员组成的团队，其技术能力应覆盖实验室所从事的检测或校准活动的全部技术领域。
GL030认可指南：母体组织的法人应有对实验室最高管理者的任命和授权文件，保证其独立开展检测业务。必要时，财务可以进行独立核算。
5.3 实验室应确定符合本标准的实验室活动范围，并形成文件。实验室应仅声明符合本准则的实验室活动范围，不应包括持续从外部获得的实验室活动。
The laboratory shall define and document the range of laboratory activities for which it conforms with this document. The laboratory shall only claim conformity with this document for this range of laboratory activities, which excludes externally provided laboratory activities on an ongoing basis.
5.4 实验室应以满足本标准、实验室客户、法定管理机构和提供承认的组织的要求的方式以及符合国防相关法律法规的要求开展实验室活动，包括在固定设施、固定设施以外的场所、临时或移动设施、客户的设施中实施的实验室活动。
Laboratory activities shall be carried out in such a way as to meet the requirements of this document, the laboratory’s customers, regulatory authorities and organizations providing recognition. This shall include laboratory activities performed in all its permanent facilities, at sites away from its permanent facilities, in associated temporary or mobile facilities or at a customer’s facility.
A011应用说明：如果实验室有抽样、取样和制样的操作，其管理体系应覆盖相关的活动，包括室外作业和加工车间。
5.5 实验室应：
The laboratory shall:
a)确定实验室的组织和管理结构、其在母体组织中的位置，以及管理、技术运作和支持服务间的关系；
a)define the organization and management structure of the laboratory, its place in any parent organization, and the relationships between management, technical operations and support services;
注：实验室的内部关系及其在母体组织中的地位可用组织机构图表示。
GL030认可指南：实验室应明确其内部组织机构及其在母体组织的地位，以及质量管理、技术运作和支持服务之间的关系；明确实验室的职责和与母体组织的相互关系。母体组织的法人应发布为实验室承担相应的法律责任和不干预检测工作的声明，保证实验室能够独立开展检测业务。
b)规定对实验室活动结果有影响的所有管理、操作或验证人员的职责、权力和相互关系；
b) specify the responsibility, authority and interrelationship of all personnel who manage, perform or verify work affecting the results of laboratory activities;
GL030认可指南：实验室应有管理人员和技术人员，其岗位设置可以一人多岗或一岗多人。适用时，其管理层成员可以包括母体组织的相关人员。应指定关键管理人员的代理人。
c) 将程序形成文件，其详略程度需确保实验室活动实施的一致性和结果有效性。
c) document its procedures to the extent necessary to ensure the consistent application of its laboratory activities and the validity of the results.
5.6 实验室应具有履行以下职责（不论其他是否被赋予其他职责）的人员，并赋予其所需的权力和资源：
The laboratory shall have personnel who, irrespective of other responsibilities, have the authority and resources needed to carry out their duties, including:
a)实施、保持和改进管理体系；
a) implementation, maintenance and improvement of the management system;
b)识别与管理体系或实验室活动程序的偏离；
b) identification of deviations from the management system or from the procedures for performing laboratory activities;
c)采取措施以预防或最大程度减少这类偏离；
c) initiation of actions to prevent or minimize such deviations;
d)向实验室管理层报告管理体系运行状况和改进需求；
d) reporting to laboratory management on the performance of the management system and any need for improvement;
e)确保实验室活动的有效性。
e) ensuring the effectiveness of laboratory activities.
5.7 实验室管理层应确保：
Laboratory management shall ensure that:
a)就管理体系的有效性、满足客户和其他要求的重要性进行沟通；
a) communication takes place regarding the effectiveness of the management system and the importance of meeting customers’ and other requirements;
b)当策划和实施管理体系变更时，保持管理体系的完整性。
b) the integrity of the management system is maintained when changes to the management system are planned and implemented.
